Scenario 3:

Embedding ciphered keys in either port keys or passcards involves
unacceptable added cost and deployment complexity.  Conversely,
embedding unique ciphered keys in installation CD-ROMs involves
unacceptable added costs to the pressing of those CD-ROMs .
Distributing static installation CD-ROMs along with ciphered keys on
diskette will suffice only for the initial deployment.  The methods
offer no help in dealing with key-changes.  Additionally, those methods
suffer from the same risk of data capture common to other methods
discussed.
