few that I came up with:
Current References
32-bit support
Support for developer toolkit
Public key cryptography
Key management functionality.  (function calls available)
Static C libs or DLL interface (DLL preferred)
Pre-written Visual Interface desirable
In some way compatible with VB or PowerBuilder.

We have C programmers but VB would be a ton easier to implement.
