*SUMMARY*
Topics discussed:
1)	CompuServe/AOL Update: No information as of yet.
2)	Short Term Strategy: Subject postponed, as we are awaiting information on 
the status of oldmail before we can continue with this discussion.
3)	Long Term Strategy: Confirmed consensus of prior week, viz., we will be 
continue with POP3 and select an encryption standard/product set to replace PGP 
using RSA.
4)	Product Inquiry Update
	We generated some criteria for selection, discussed candidates on the list, 
and added a few more to the list.

1) *COMPUSERVE/AOL UPDATE*
Brian Allison of USA Group attempted several times unsuccessfully to reach 
Teemu Kolehmainen of CompuServe to get answers to the following questions:
a)	How much longer can we expect oldmail to remain available?
b)	How much advance notifice can we expect before termination?
c)	How many oldmail users are there currently?

2) *SHORT TERM STRATEGY*
The group needs to advise CommonLine how to plan for the summer/fall processing 
cycle, but to do this requires the information from AOL which we are still 
awaiting.  This will be addressed at the next meeting.

3) *LONG TERM STRATEGY*
We confirmed the consensus of the prior week that we will be continue with POP3 
and select an encryption standard/product set to replace PGP using RSA.

4) *PRODUCT INQUIRY*
a)	Requirements
The group discussed requirements and there seemed to be general agreement on 
all of the items listed.  Please review this list and be prepared to discuss at 
the next meeting.
-	16-bit support: This is not essential, although it is nice to have.
-	32-bit support: This is essential.
-	Message compatibility across all platforms: This is essential.
-	Language support:  Support for languages additional to c/c++ is not 
essential, although it is desirable.
-	Should be public key.
-	More generally, it should be compatible with the processes we have already 
outlined.
-	Should support authentication.
-	Should have a stand-alone product.
-	Should have an option for unsophisticated end-users
-	Should support development for distribution in SBS
-	
b)	Selection time frame.
We should set a deadline for product selection.  The group felt it was 
premature to do so at this meeting.  We will consider this in the 4/16 meeting.

c)	Selection Team
Four agencies have volunteered to evaluate the alternatives.  These are:
PHEAA
TGSLC
KHEAA
USA Group
Great Lakes
Contact information and evaluator information for these agencies should be 
posted on the electronic exchange listserve.  This information will be used to 
distribute evaluation material and to serve as contact information for members 
to discuss evaluation outside of the regular meeting time.

d)	Product Inquiry Update
Members reported status on product inquiries.
-	AT&T, Information Security Corp (Tim Hearley)
Report as per posting on ListServe.  Tim will follow up to obtain product for 
evaluation.
-	RSA DSI (Brian Allison)
Scott reported in Brian's absence.  They will be sending out product for 
evaluation.  Brian will continue to negotiate licensing terms.
-	Sterling Commerce Software: File encryption (Dave Leonard)
	Dave will contact this group to get more information.
-	Entrust and Kryptotech (Dawn Harris)
Dawn found these listed under the URL, www.icsa.net.  She will contact them to 
get more information.
-	NAI
The question of whether to consider NAI's PGP using Diffie-Hellmann a candidate 
was considered.  Many expressed reluctance to enter into any further business 
arrangements with that company.  Some suggested we should continue negotiating 
with them to keep our options open and to use their low price (assuming their 
price is still low) as negotiating point with the other vendors.
