	This is my favorite. We could use a Virtual Web site and all
split the cost. It could be supported from anywhere. We could all split
the cost of someone to maintain the site. Using the virtual site would
eliminate the need for hardware. The FTP site could maintain the key
rings for encryption. We use for some other business a site and it cost
about 50.00 per month for 2 accounts. I looked into some that have 50
for about 150 per month. They give you full web site functionality.


	My second choice is 

	_Use Symmetric Encryption_
	The version in which each group creates its own key may be
feasible, even 
	though key management might be somewhat complex.

	We could find a way to manage these keys. We are doing this now
at our site with some of our partners.
