*SUMMARY*

*NAI Update*
Scott gave a status update on the progress of negotiations. Details especially
regarding support are being ironed out. Howard Fritz is able to provide high
level support, but not sufficient to handle programmers' needs. NAI are
considering training two engineers for the purpose. They are also considering
retaining the developer of the 4.x versions as a consultant to help us.
We had not yet begun negotiations on licensing terms prior to the meeting.
3/20: Linda Laub (Legal counsel from PHEAA), Paul Jansen from USA Group and
Scott met with representatives from NAI. In the meeting we agreed to use the
OEM agreement as a basis. Linda, Paul and Scott would insert and remove text
to create a draft that could be reviewed by the subcommittee. Others in the
subcommittee that want to be a part of this small working group are welcome.
Everything seems on track, but it does not seem feasible we will meet the March
31 deadline. We are awaiting to hear from NAI whether the deadline can be
extended. It seems likely it can.
In order to keep the process moving while both sides are working through the
licensing terms, the committee decided to distribute a letter of intent form
that CommonLine members could send to NAI to specify their (non-binding) intent
to purchase a specified number of licenses and copies of software.
Darwin Peiffer of PHEAA will draft the letter and Scott will distribute it
along with an explanation for review.
3/24: The letter of intent and the explanatory text have been reviewed by this
subcommittee, Jon Kroehler, Karen Haney and Brett Lief. Brett made several
suggestions. Scott and Karen revised the letter to include these and sent it
along to Jon for another review. Pending his approval, it will go out on the
CommonLine listserve Wednesday 3/25 and via the NCHELP broadcast fax Thursday
3/26.

*Testing*
The subcommittee reviewed Mike's draft of the testing protocols. It was agreed
an explanatory paragraph was needed along with clarification on the reference
to the listserve. Scott will submit changes to Mike who will incorporate these
into a new revision for review next week.

*Key Verification*
Doug McCaleb of Nellie Mae expressed concern that the key verification
procedures as defined in the addendum might be too lax. After some discussion
about the level of risk and liability, Doug agreed to draft proposed revisions
for review next week and place those on the electronic exchange listserve for
review.

.. So, what I'd like to propose is that, when sending messages to our business
partners and clients, we simply encrypt the file and attach it to an e-mail
message without using PGP/MIME. When receiving data, we should make an effort
to accept both the simple encrypted attachments from non-PGP/MIME clients and
PGP/MIME messages. However, regardless of how it was received, we should always
send the response back in a non-PGP/MIME encrypted attachment..
