*SUMMARY*
Following up from the recommendations of the San Antonio meeting, the 
subcommittee discussed strategies to identify the encryption algorithm type in 
the subject header.  The group also considered and rejected a suggestion to 
specify attachment file names.  Finally, they reviewed the proposed testing 
protocols and agreed to submit these to Michael Brannon to write up for 
inclusion in the Addendum.

* REPORT ON THE SAN ANTONIO MEETING*
In the San Antonio meeting Scott presented the recommendation of the 
subcommittee to accept the NAI proposal.  This was unanimously accepted by the 
CommonLine committee.  The committee discussed
1) how to accommodate lenders wanting into CommonLine after the NAI purchase 
offer was closed.
NCHELP may be willing to purchase a small number of software sets for 
latecomers.  This would be contingent on NAI's consent and NCHELP's 
willingness.  Scott would inquire on the former and Karen Haney on the latter. 
 Discussion at the 3/19 meeting.
2) the need to phase in the newer algorithm next year.
The service provider will likely have to accommodate both the RSA algorithm and 
its replacement (most likely Diffie-Hellman).
3) whether it is feasible to complete the deal in the March timeframe indicated 
by NAI.
Many expressed skepticism about this.
4) by what means to notify all the people who might want to be involved.
NCHELP Broadcast fax was decided upon.

*STRATEGIES TO IDENTIFY THE ENCRYPTION ALGORITHM TYPE*
As discussed in prior meetings, the selection of RSA is necessary, but it 
obliges us to replace it relatively soon.  As also discussed, this will likely 
mean the Service Provider will have to support both the old and new algorithms, 
thus requiring a need to distinguish them. The committee discussed putting a 
code in the Subject header for this purpose.  It was agreed this should be 
within the brackets used to set off the unique identifier.  There was some 
discussion on the possible need to make the unique message identifier less 
optional.

Paul Logston will research this between meetings and recommend a solution at 
the next meeting.
Discussion at the 3/19 meeting

*TESTING*
KHEAA developed a set of reference files for testing POP3/PGP functions: 
 encrypt, sign, attach, send, receive, detach, decrypt, authenticate. The 
testing protocols developed in the 1/15 meeting were written up in those 1/15 
minutes.  Mike Brannon will use them as a basis for a draft to review at the 
3/19 meeting.

Testing file size limits is optional.  KHEAA will expand the existing reference 
files to approximately 2MB each. They will be ready in early April.

*FILE ATTACHMENT NAMES*
There was some discussion on specifying names for the file attachments.  Many 
considered this to be unnecessary and likely to force changes to existing 
processes.

1.) Replace references to PGP Inc. with NAI.  The first
reference could read Network Associates Inc.(formerly PGP Inc.)

paragraph 2 bullet 2. Where it reads CL COMM UPDATE <recipient name>, it
should read CL COMM UPDATE <sender name>
.
