I wonder if this has more to do with the particular (v5.0) implementation of
PGP/MIME and its optional support for RSA. RFC2015 is dated October 1996 long
before v5.0 was out.  

I have no clear understanding of what is emerging in the ietf-open-pgp process. 
It may be that the recommended open-pgp standard will have compatibility issues.
