Since you are dealing with PGP for the Committee, I have a brief
question concernging the Viacrypt PGP for Windows Toolkit:

Q.  What function do we use to create a public and private keyring?  If
the user doesn't have any other PGP products, then we will need to
create these files for them.  Does SimplePGPGenerateKey() create the
keyrings if they don't exist?
